The Federal Government released just ₦2.68trillion, or about 4.9%, of the ₦54.93tr budgeted for road construction, rehabilitation and maintenance projects between 2023 and April 2026, according to data from the Open Treasury Portal.

The figures show a widening gap between approved allocations and actual funding, despite increased budgetary provisions for infrastructure under President Bola Tinubu’s administration.

Road projects received ₦631.5bn out of ₦2.53tn budgeted in 2023, representing a 24.9% implementation rate. Releases fell to ₦784.6bn from ₦9.39trillion in 2024 (8.4%), ₦670.7bn from ₦7.22tn in 2025 (9.3%), and ₦597.1bn from ₦35.79tr budgeted as of April 2026, representing just 1.7%.

The data indicate that while allocations for road infrastructure have risen sharply, actual cash releases have declined, reflecting persistent funding constraints. Major projects include the Lagos-Calabar coastal highway, Abuja-Kaduna-Zaria-Kano Road and Sokoto-Badagry superhighway.

Minister of Works, David Umahi, recently disclosed that the ministry inherited over 2,000 ongoing projects and that the government owes contractors about ₦2.2tr for certified works executed between 2024 and 2025, forcing authorities to prioritise and re-scope projects.
