The Kaduna State Concerned Stakeholders (KSCS) have petitioned the Department of State Services (DSS), Economic and Financial Crimes (EFCC), Independent Corrupt and other related Practices Commission (ICPC) to investigate a former aide of Kaduna State governor, Nasir el-Rufa’i, Jimi Lawal, as well as ex-Finance Minister, Zainab Ahmed, Thomas Gyang, Jitender Sachdeva Co and others on the Indian Xing Bank Loan of $6m loan and €110m for the Kaduna Light Rail from Rigachikun to Maraban Rido in Kaduna State.

The Concerned Stakeholders specifically called on the Director-General, Department of Security Service to investigate the alleged economic and financial crimes and stealing of the sum of $6 million (roughly N4.74 billion) loan from Indian Xing Bank to build the Kaduna Light Rail from Rigachikun to Maraban Rido and a French concessionary line of credit of 110 million Euros (about N93bn billion) to build a Bus Rapid Transit (BRT) transportation system by the Kaduna State Government under Ex-governor Nasir el-Rufa’i.
The BRT in Kaduna was part of the State government’s efforts to ease traffic congestion in the State. It conceived a three-pronged approach towards solving the transportation problems of the State for efficient human and vehicular movement.
The petitioners stated that the Kaduna State Government secured the financing from Indian Xing Bank to the tune of $6 million dollars to execute that project.
“The State Government engaged the famous French Transportation Consulting firm, Systra, to do the feasibility studies as well as engineering design for the project,
The French government also stepped in and through its development Agency, AFD offered us a line of credit, a concessionary line of credit of €110million to finance this project’’.
