The Federal Capital Territory Administration (FCTA) has announced that it will begin enforcement against individuals and organisations that have not paid their ground rent and land use change/conversion fees starting November 26.

This was disclosed in a statement issued yesterday in Abuja by the Senior Special Assistant on Public Communications and Social Media to Nyesom Wike, FCT Minister, Lere Olayinka.
According to him, the enforcement will also cover unpaid Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills. It will also apply to property owners who have not completed the required Minister’s Consent or their Deeds of Assignment.
Olayinka noted that the Minister earlier gave defaulters a 14-day grace period to clear outstanding ground rent following President Bola Tinubu’s intervention. The grace period, which began on May 26, expired on June 9.
He explained that earlier notices published in national newspapers and online platforms informed the public about the revised land use/purpose clause, requiring defaulters to pay a violation fee of ₦5 million and other applicable charges within 30 days.
He added that a final 14-day extension for properties in Asokoro, Maitama, Garki, and Wuse will expire on Monday, November 24.
Olayinka said enforcement will commence on Wednesday, November 26, targeting all defaulters, including those who bought properties without completing the required registration and obtaining the necessary consent.
